The success of the transition augurs well for the future of Burundi and that of the region as a whole.

In this regard, it is necessary fully to engage the neighbouring and regional States, as well as the Transitional Federal Government and IMO.

Somaliland and Puntland aside, central and southern Somalia is the area that is primarily affected by the military build up and represents the principal geographic operational area of TFG and the opposition.

But, first and foremost, security in Ituri will depend on the Transitional Government extending State authority and establishing a transparent customs regime in the area.

This proxy struggle in Somalia by States of the region, each one vying to promote its own strategic interests, is partly responsible for the failure of TNG and, clearly, partly responsible for the current predicament of TFG.
