Ironically, today s pain stems from one of the great successes that emerging economies have achieved the reduction of foreign currency funding in favor of local currency debt.

By contrast, less developed countries that borrow in foreign currencies may run out of currency reserves.

The only way for China to reduce those risks is to reduce the amount of foreign currency securities that it owns.

As of 2010, oil income accounts for 80 of Iran's foreign currency revenues and 60 of the nation's overall budget.

Prohibition of certain transactions for prudential reasons also makes sense, particularly for borrowing in foreign currencies by economic agents that do not have revenues in those currencies.

Local currency bond markets could help to develop domestic investor bases and mobilize domestic savings to support long term investments.
