The Court has begun its first judicial proceedings at the pre trial level.

The Court has not always enjoyed this level of trust from the international community.

The first level consists of large semi circular arches, while the second level is made up of double arches.

1. Welcomes the holding of the first High level Dialogue on Financing for Development

The Tribunal delivered its judgment on 18 December 2004.

On 12 October 1998, the court dismissed the complaint.

On 8 November, the President of the International Criminal Court presented the first annual report of the Court to this body.

2.7 The first author submitted a complaint to the European Court of Human Rights.

The first author further alleges a violation of his right to adversarial proceedings before the Constitutional Court.

That favourable trend attests to the recognition of the Court's authority, the high level of professionalism of its judges and the legitimacy of its rulings.

With that in mind, he had sought the Supreme Court's opinion twice when preparing a proposal for the appointment of a Supreme Court judge in October 2004.

As of 31 December 2004, the composition of the Tribunal was as follows

On 7 October 1993, in a telephone call from the court registry, the authors' counsel was informed that the Court had handed down a judgement the previous day rejecting this application.

In that sense, my delegation regrets that, despite overwhelming support, the ICC was not mentioned in the outcome document of the 2005 High level Plenary Meeting.

Since the commencement of its activities in October 1996, 13 cases have been brought before the Tribunal.

The Court issued its judgement on 17 December 2002, and both parties accepted it as final and binding.

The Registrar sent to the States parties concerned notes verbales dated 20 December 2004, reminding them of their outstanding contributions to the budgets of the Tribunal.

However, her counsel did lodge an appeal a posteriori, which was submitted on 23 December 1999 and received by the court on 27 December 1999, and is now pending before the administrative court, which has not yet issued its judgement.

The author filed an application for amparo with the Constitutional Court, which was rejected on 25 October 1999 on the grounds that the court of first instance had already resolved the matter.

Our first concern is that selected country level studies have shown that the MDG database does not accurately reflect the availability of data at country level (see annexes I to III for specific details).

Let me now turn to my first topic that is, internal measures taken by the Tribunal towards implementation of the completion strategy.

5. Notes with great concern that the high vacancy rate, particularly at the higher level of the administrative hierarchy, affects the effectiveness of the activities of the International Tribunal for Rwanda

The purpose of the second performance report on the budget for the International Criminal Tribunal for Rwanda is to provide an estimate of the final level of resources required for the biennium.

By a joint communication dated 9 January 2004, Malaysia and Singapore submitted to the Tribunal the initial report referred to in article 95, paragraph 1, of the Rules, pursuant to paragraph 106 (3) of the Order of the Tribunal of 8 October 2003.
