As the report of the Court notes, it is the only international court of a universal character with general jurisdiction.

During the eighteenth session, the plenary of the Tribunal and the Committee on Rules and Judicial Practice examined, on the basis of a document presented by the Registry, the issue of implementation of the decisions of the Tribunal.

The General Assembly and the Security Council shall proceed independently of one another to elect the members of the Court .

The Tribunal continued the recruitment process for both Professional and General Service staff.

Mexico welcomes the submission to the General Assembly of the first report of the International Criminal Court and would like to thank the Court's President for having presented it.

During the seventeenth session of the Tribunal, the plenary of the Tribunal and the Committee on Rules and Judicial Practice discussed, on the basis of a document prepared by the Registry, the question of a code of conduct for counsel appearing before the Tribunal.

Appointed as a Senior Legal Officer of the International Criminal Tribunal for Rwanda in Arusha, Tanzania, responsible for the overall management of the judicial aspects of the Tribunal.

We welcome the fact that the President of the International Criminal Court has addressed the Assembly for the first time.

It also covers the cost of the publications of the Court, the acquisition of supplies and equipment and general operating expenses.

The Chambers have furthermore ordered the Prosecutor to report at regular intervals on the proceedings.

We will closely follow the progress of the Court through its annual reports to the General Assembly.

During its seventeenth and eighteenth sessions, the Tribunal dealt with legal and judicial matters, including a review of the Rules and judicial procedures of the Tribunal. The review was undertaken both in the Committee on Rules and Judicial Practice and in the plenary.

As voluntary contributions tapered off, the General Assembly should do its best to support the work of the Court.

However, the Tribunal, and in particular its Prosecutor, has a responsibility to ensure that arrest warrants are executed and that indictees are tried.

2.4 The Public Prosecutor's Office appealed the sentence to the Supreme Court, asking for the charges to be reviewed and the sentences reduced.

At its third plenary session, held in Paris on 20 December 1951, the Administrative Tribunal decided to submit a note each year to the President of the General Assembly.

The Committee points out that it will be for the General Assembly, as a matter of policy, to decide whether another subvention should be made to meet the expenses of the Court.

While referring cases to the region, the Tribunal has been careful to ensure that a fair trial will be accorded to those defendants transferred and has placed an obligation upon the Prosecutor to provide regular reports to the Tribunal on the progress of the referred cases.

The Court welcomes its observer status before the General Assembly and the opportunity to submit reports on our activities in accordance with the Relationship Agreement between our institutions.

A recurrent theme of my interventions before the General Assembly has been the intensity of the work accomplished by the Court.

The International Court of Justice, however, retains its place as the only international Court of universal character and general jurisdiction.

We look forward to receiving such reports annually in the General Assembly, and we welcome very much the presence of the ICC at the General Assembly in the capacity of observer and look forward to its participation in next years General Assembly debate.
