Estimated income falls under two categories (a) cost reimbursement for field offices and (b) miscellaneous income.

Doing so would provide some reimbursement to countries that currently carry an unduly large part of the burden.

The resulting net requirements ( 19,859,720) are financed from the reimbursement of support costs pertaining to technical cooperation and other services. Details related to technical cooperation delivery and support cost income estimates are shown in tables 1 and 2(b).

Financial transactions will be subject to special oversight if they equal or exceed 2,000 basic units for natural persons or 20,000 basic units for organizations or individual entrepreneurs and correspond in character to one of the following

Comment by the Administration. UNICEF will ensure that payables and receivables are disclosed in the financial statements for the 2004 2005 biennium, in accordance with United Nations system accounting standards.

Estimates are used in the context of expenditure recognition, in accordance with accrual accounting principles, in particular, but not exclusively, at the end of the financial period to determine the amounts to be retained in respect of unliquidated obligations.

That dire financial situation is regrettably also making it unfeasible for the United Nations to meet its obligation to reimburse troop contributing countries and to return credits to Member States.

It was therefore particularly concerned at the fragility of the Organization's financial situation, delays in reimbursement to troop contributing countries and the practice of cross borrowing from peacekeeping funds to finance regular budget shortfalls.
