Accordingly, the claim for loss of profits on contracts is time barred and the Panel has considered the original claim for the loss of receivables.

Furthermore, cross borrowing from the accounts of closed peacekeeping operations could only slow down the reimbursement of debts to Member States in respect of peacekeeping operations.

Moreover, the method is vulnerable to illicit practices, such as collecting receipts issued to foreigners and students, who cannot claim their own refunds.

His delegation recognized that some countries faced difficulties in meeting their financial obligations, but urged all those that were able to do so to pay their assessments.

Bearing in mind the resources required to be retained in the account, it is proposed that, subject to the concurrence of the Council, this amount be credited against assessments issued in respect of the obligations of the Government of Iraq for the IAEA budget.

The Secretariat must also endeavour to speed up reimbursement of the significant amounts owed to troop contributing countries, but, to that end, Member States must pay their assessments in full and on time.
