Concessionaires are responsible for complying with regulations and calculating taxes due.

The recommendation is that these balances be applied against their assessed contributions due in 2006.

In the case of amounts due to other Member States, the credit balances are applied against assessments in 2006 as part of the normal ongoing financing resolutions, and hence this part of the recommendation is redundant.

5. Urges once again those Member States which have outstanding balances on foreign tax accounts receivable to provide the reimbursement due to the Fund

The table below shows the distribution of Member States' unpaid assessed contributions as at 31 December 2004 in relation to the level of their assessed contributions for 2004 (in United States dollars)

Nevertheless, Member States should authorize the Secretariat to apply outstanding credits to outstanding assessed contributions.

In paragraph 47 of its report, the Board recommends that the Administration apply the provisions of regulation 4.12 of the Financial Regulations and Rules of the United Nations by crediting the balance of the tax equalization accounts of a Member State against the assessed contributions due from that Member State in the following year.

The following is an analysis of the surpluses due to Member States, expressed in millions of euros, after application of the provision for the delay in the collection of assessed contributions.

These schemes imply socialization of debt taxpayers elsewhere in Europe would share a country s debt burden.

So buried in signage are these structures, that it often takes a moment to distinguish the modern specially constructed taxpayer from its neighbor the small commercial building from an earlier century, whose upper floors have been sealed, and whose groundfloor space now functions as a taxpayer.

Accordingly payments and credits for each account have been applied to contributions due in the order in which they were assessed, regardless of whether they were received before or after the respective dates of succession.

Until it did so, troop contributing countries, many of which paid assessments in full and on time, would not receive full or speedy reimbursement.

Lastly, regarding the unpaid assessed contributions of the former Yugoslavia, the five successor States should have an opportunity to discuss the issue further with a view to reaching agreement thereon.

The Chairman said that, if he heard no objection, he would take it that the Committee was prepared to accept the request of Slovenia to defer the question of the unpaid assessed contributions of the former Yugoslavia until March 2006.

9. Calls upon Israel, the occupying Power, to release the tax revenues due to the Palestinian Authority, in accordance with the Paris Economic Protocol of 1994, and to ease the severe closures and restrictions on movement

But the power to tax has practical limits, and governments moral or legal right to bind future generations of citizens to repay foreign creditors is questionable.

Calls upon the international community to intervene to force Israel to release the Palestinian funds being held up by it and estimated at millions of dollars accruing from taxes and tariffs due to the Palestinian authority and levied by the Israeli government.

At the special session of the Committee on Contributions in 1996, the Government of the Republic of Moldova indicated its intention to pay its arrears of assessed contributions to the United Nations over a period of seven years.
