Regrettably, in many cases, taxes and other duties continue to be levied with no regard to the privileges and immunities of the United Nations, and significant amounts due for reimbursement to UNHCR continue to remain outstanding and may well further increase.

Despite these problems, Tajikistan had continued to make payments under its multi year payment plan.

The Committee expressed its appreciation to the Niger for the payment of the second instalment under its multi year payment plan in 2005.

The Committee welcomed Iraq's commitment to meet its financial obligations to the United Nations, as reflected in the multi year payment plan that it had submitted.

Cuba also took note of chapter IV of the report, on multi year payment plans, and the related comments contained in document A 60 66, as well as the conclusions and recommendations of both reports.

Lastly, multi year payment plans should remain voluntary and should not be automatically linked to other measures.

Multi year payment plans remained the most useful tool for helping countries with economic hardships to meet their financial obligations to the United Nations.

Mr. Al Battawi (Iraq) said that multi year payment plans were a good method of paying off arrears and securing fulfilment of Member States' obligations to the Organization.

Although the results of the multi year payment plans had been mixed, they were the only tool available to Member States facing payment difficulties.

Multi year payment plans represented a commendable effort by countries experiencing economic hardship to meet their financial obligations to the United Nations.

The Chinese delegation endorsed the recommendations of the Committee on Contributions on multi year payment plans, which were useful tools for reducing the arrears of Member States.

Multi year payment plans must be voluntary, confined to developing countries, and not linked to any other factors, such as exemptions under Article 19 of the Charter.

The status of implementation of the most recent payment plans submitted by Georgia, the Niger, the Republic of Moldova, Sao Tome and Principe and Tajikistan as at 31 December 2004 is summarized below.

The first annual report on multi year payment plans3 was considered by the Assembly at its fifty eighth session and the second annual report4 at its fifty ninth session.

Both Georgia and the Niger had payments and credits applied to their outstanding assessed contributions in 2004 that exceeded the amounts foreseen in their payment plans.

The willingness of Member States to consider multi year payment plans should be a factor in the consideration of future requests for exemption under Article 19.
