Good governance, among other things, requires trust between the State and the people, integrity, transparency, rule of law, checks and balances, and total involvement of all stakeholders.

However, given the fact that a study for such a comprehensive review was completed in 1992, the Committee expresses some concern about the slow pace of the review.

Comment by the Administration. The internal audit section continues to monitor the implementation of recommendations and the follow up action of the geographic divisions in regard to the implementation of internal audit recommendations.

The decree requires, inter alia, non governmental organizations, international non governmental organizations and other groups existing before the entry into force of the decree to re register, and does not provide for independent or judicial review of decisions on issues such as cancellation or refusal of registration.

Manual procedures were criticized as being overly bureaucratic, with low levels of delegated authority, many levels of review and requirements for several signatures, even after review by contracts committees.

But the culture of a private auditing firm can bring something new by moving beyond a basic review of legality to a general assessment of performance.

One of the good things about this agreement is the five year review mechanism.
