Since December 2003, progress has been made in strengthening the monitoring of programme performance and evaluation.

We are aware of the need to reorient our work and our priorities in those countries and of the importance of reinforcing issues such as governance, the proper functioning of institutions and the necessity of fiscal reform and redistribution of wealth.

To enhance UNODC's performance, and to save costs, a number of significant reform steps have been taken in the areas of human resource management, financial resource management and information technology support.

As indicated in paragraphs 69 to 78 above, UNOCI needs to be urgently reinforced so that it has the capacity to effectively carry out its mandated responsibilities, as well as those tasks envisaged for it under the Pretoria Agreement.

Nonetheless, Venezuela fared far better than the average Latin American country.

Let us hope that the new Iraqi government does better.
