Nonetheless, this does not preclude an independent royal decision to exercise a right of veto.

That is a central feature of the proposal that would not be mitigated by the suggested moratorium on the exercise of the veto power.

In recent months, we have witnessed the negative consequences of the intention to impose a reform process through the pressure of a vote.

In the present circumstances of a unipolar world, we do not see the need to exercise the veto in this United Nations body.

My third point relates to the use of the veto.

Let me briefly deal with the matter of the veto.

In fact, Africa's position on the veto, which my delegation wholeheartedly supports, is that it should be abolished.

The third message is the claim to the veto power.

Our support is without prejudice to our historical position on the veto.

In our view, the veto can rarely be justified.

Moreover, we must do away with the right of the veto.

In line with the need for effective decision making, it is our preference to limit the use of the veto in general, and we certainly oppose extension of the veto to new permanent members.

First, Switzerland is opposed to granting the right of veto to new permanent members.

There should be no extension of the right of veto, and the use of the veto should be limited.

The view was also expressed that the veto should be used with utmost restraint and that its use should be limited to actions taken under Chapter VII of the Charter.

But our critics say that the AU is not really committed to the veto at all that it does not really want the veto, but something entirely different.

Another provision gave the government a veto power over most church activities.

The use of the veto power should be limited and eventually eliminated.

We have also consistently advocated limiting the use of the veto.

It establishes that the veto will not be exercised by the new permanent members.

Other delegations stated that the elimination of the veto was not a realistic proposition.

We therefore believe that the veto power should not be extended to new members.

We have often reaffirmed that the veto should be eliminated.

We shall also have to look into the issue of the veto once again.

In that regard, we take note of the wording of paragraph 5 (b) of draft resolution A 29 L.64, and we welcome the statements made by representatives of the group of four that they have no intention of exercising the right of veto.

The Basic Law also provides the Bundesrat with an absolute veto of such legislation.

Allow me now to clarify Africa's position with regard to the thorny issue of the veto.

Some participants urged ending permanent membership and restricting or ending the veto.

We believe that the question of limiting the right of veto should be reconsidered in the coming months.

According to those critics, permanent members with the veto, permanent members without the veto and non permanent members would constitute three unmanageable and in fact unequal tiers, but the continued dominance of the permanent five and the proposed 20 non permanent members would form one happy, equal family.
