A regulation covering nuclear materials control is planned to be issued in 2006.

The draft law is designed significantly to improve the Government's control over the full range of operations involved in the acquisition, registration, possession, use, circulation and transfer of the above mentioned items and defines the responsibilities of each of the corresponding entities.

For its part, the Federal Law on the Control of Goods is aimed at controlling dual use and specific military goods.

Non proliferation control arrangements should be transparent and open to participation by all States and should not impose restrictions on access to the material, equipment and technology for peaceful purposes required by developing countries.

While awaiting the end of these negotiations, Switzerland supports the principle requiring States producing fissile material for military purposes to observe a moratorium on production of such material and place it under IAEA controls.
