To address the debt burden problem, many African countries at first resorted to repeated debt rescheduling which focused on debt service flows, resulting in steadily increasing debt stocks and related service payments.

However, while the HIPC initiative has removed the debt overhang for many countries, the burden of debt service payments remains high (see table 1).

First, a significant part of the resources mobilized by developing countries has been used to finance debt servicing payments to multilateral development banks and to increase foreign exchange reserves held in developed countries.

Level annual debt service

It would require no transfer payments, because each country would remain responsible for servicing its own debt.

From 1970 to 2002, sub Saharan African countries received 294 billion in total disbursements from the developed countries and paid back 268 billion in debt servicing alone.

For the most part, poor countries have been paralyzed by debt service payments and rendered unable to do little, if any, development infrastructure construction for the systems needed by their own people.

The Transitional Government has been commended for its progress towards restoring financial and economic stability under an IMF Staff Monitored Programme in 2004 and in settling overdue service payments to the World Bank using its own resources and a grant from Canada.

The burden of servicing debt and the payment of arrears have a suffocating effect on the economies of developing countries.

Government debt service has in general become easier, owing to low interest rates.

For the Italian state, interest rate convergence brought a medium term reduction in debt service payments of up to 6 of GDP.

The conclusion is clear Greece s debt service burden is too large, and it must be reduced.

Annual spending on fixed expenses, such as debt service and pensions, is not subject to public participation.

But will tax revenues rise fast enough to offset the escalating cost of servicing the government s mountain of debt?

The third assumption is that the United Nations underestimated the flight of capital and the erosion of growth due to external debt servicing.

DMFAS pays for itself by making debt servicing procedures more efficient and by checking inconsistencies in the claims of creditor agencies.

Once the required annual debt service payment amount was reached, the trustee would no longer set aside any portion of the assessment payments, which would then be fully directed to the United Nations regular budget.

Alimony Payments

In some countries, debt servicing has strained valuable resources that could otherwise be channelled to development.

It may therefore be tempting to invest in inflation indexed bonds, which adjust both principal and interest payments to offset the effects of changes in price growth.

The US national debt GDP ratio will be on track to fall from its current level of 75 to 50 by 2035. Moreover, the US will begin running primary budget surpluses the fiscal balance minus interest payments on existing debt by 2015.

In the end, debt relief has a positive impact on a country's balance of payments, as the Government transfers fewer resources to foreign creditors, but does not ease the budgetary burden faced by the Government.

Higher debt service costs require higher tax rates, which in turn weaken incentives and reduce economic growth.

Total debt service for developing countries decreased by about 38 billion (10 per cent) from 2003 to 2004.

Investors need to be reassured that debt service costs are under control, and that debt volumes and deficit limits are firmly monitored in order to minimize default risks and strengthen banks ability to lay the groundwork for sustainable growth.

In establishing a credit rating on a United Nations bond issue, the credit rating agencies would focus on the source and probability of timely debt service payments, in accordance with the terms applicable to the bond issue.

There have been reductions in the ratios of debt to gross national income and debt service to export earnings since 2000, due to strenuous efforts at repayment by developing countries and some debt relief.

Of the 42 countries qualified as potentially eligible for debt relief in September 2004, 27 had received debt service relief of 32 billion.

Although he shored up his businesses with additional loans and postponed interest payments, by 1991 increasing debt brought Trump to business bankruptcy and to the brink of personal bankruptcy.

The cost of debt service adjusts automatically, without the severe disruption that results from loss of confidence, crisis, debt restructuring, and so forth.

In some countries Argentina, Ecuador and the Russian Federation the debt crisis led to a suspension of payments or defaults on debt service.

(a) Cash payments by the estate

Following the December 2004 tsunami affecting South and South East Asian countries, Paris Club creditors agreed to a deferral of debt service payments falling due in 2005 for the affected countries.

(d) Continuing to work with international partners to eradicate the indebtedness of the low income Arab countries and to invest the debt service and principal payments to pay for the process of social development, the attainment of sustainable development and a quantitative and qualitative increase in official development aid.

E. Pension payments to former Secretaries General

25. Requests the Secretary General to submit to the General Assembly at its sixty second session a report on the implementation of the present resolution and to include in that report a comprehensive and substantive analysis of the external debt situation and debt servicing problems of developing countries

The commentator from the International Confederation of Free Trade Unions (ICFTU) welcomed the integration of labour market issues into the IPR and to a degree supported its policy recommendations, including the desirability of a formula to calculate labour severance payments.

We welcome the recent upward trend in disbursing official development assistance (ODA).

Optimists see it differently. Encouraged by sharp reductions in households debt service costs and a surprisingly steep fall in unemployment, they argue that the long nightmare has finally ended.

In the absence of some positive shock such as an acceleration of GDP growth servicing that debt becomes impossible for at least some borrowers.

One notable exception is the increase in total long term debt servicing in sub Saharan Africa by an estimated 3 billion (26.6 per cent) in 2004.

Developing countries have been making significant efforts and have increased their domestic resources, but a large portion of these resources has not been available for development investment, as Governments have been forced to use it for debt servicing, particularly for the multilateral development banks and as international reserves.

Nor do transfer payments or higher pensions provide much of a sustainable basis for spending.
