Comment by the Administration. Additional steps have been taken by the Accounts Division, in conjunction with the executive offices, to systemize recovery.

Speakers welcomed the establishment of the Counter Terrorism Executive Directorate, with its clear mandate to evaluate the needs of countries and coordinate and facilitate technical assistance in support of Security Council resolution 1373 (2001) of 28 September 2001.

Mr. Gupta (Canada) said that he supported the Executive Director's proposal to move forward the session of the Governing Council by one week and hoped the problem would not recur in future.

In accordance with Security Council resolutions 1535 (2004) and 1566 (2004), the Counter Terrorism Committee will continue its efforts to ensure that the Counter Terrorism Committee Executive Directorate becomes fully operational as soon as possible.

Comment of the Administration. The UNCC secretariat submitted a note to the Governing Council on the phasing out of UNCC dated 11 November 2004, which has remained under consideration by the Governing Council.
