The number employed in public administration almost doubled (from 5.9 to 11.65 per cent), while the share employed in the trade sector increased by almost 30 per cent, and those employed in the education sector increased from 5.8 to 8.5 per cent.

All are built on a business model approach to management rather than on one that is indigenous to the public sector.

By that singular act, the Assembly gave the profession of public administration a clear identity and, with that, the confidence that public administration systems needed to proceed with reform and revitalization plans.

23. Urges the Government of Afghanistan to continue to effectively reform the public administration sector in order to implement the rule of law, to ensure good governance and accountability at both national and local levels and to lead the fight against corruption

The plan focuses on a number of priority areas, such as further enhancing the security sector, reforming the corrections system, promoting good governance, strengthening the independence of the judiciary, and promoting anti corruption efforts, as well as restoring public services.
