Nevertheless, project management must be strengthened at the United Nations Office at Geneva.

The need to strengthen project management has been recognized by UNRWA for some time.

The project coordinator will assist the Director of the UNOG Division of Administration to manage implementation of all security projects in Geneva.

From 2004, euro based management of technical cooperation programmes was introduced for some projects.

The services that UNOPS provides are (a) programme support and complex project management (b) loan administration and project supervision and (c) procurement of goods and services, including human resources administrative and advisory services.

UNHCR will review the management of project personnel and instructions on direct staff employment.

Such coursework both prepares students for the rigours of managing enterprises, as well as helps facilitate a culture of entrepreneurship.

Management Variances caused by management actions to achieve planned results more effectively (e.g. by reprioritizing or adding certain outputs) or efficiently (e.g. by taking measures to reduce personnel or operational inputs while maintaining the same level of outputs), and or from performance related issues (e.g. by having underestimated the costs or quantities of inputs required to produce a certain level of outputs, or by delayed recruitment).

With regard to the culmination and consolidation of the project cycle management initiative, although not an evaluation assignment per se, the Unit was given the task of facilitating the project cycle management process and will conclude the remaining phases in the period under discussion.

(a) Comprehensive management of complex, large scale project operations for delivery to clients in low income countries in crisis, including a range of engineering and infrastructure projects

Substantial recognition is given to women, whose capacities are appreciated in the management of projects and the implementation of alternative ways of combating poverty.

The PMO is the source of documentation, guidance and metrics on the practice of project management and execution.

The business model described above will be evaluated during 2005 and if successful, will become the basis for transforming UNOPS' project management methodology and organizational arrangements in future years.

In 2004 general social services will start preparing a number of pilot projects on domestic violence case management.

The review will include a skills gap analysis that will identify existing skills and those needed in view of the demands of the new project cycle management

A good example is the database of successful projects implemented by the National Planning Department of Colombia.

It therefore requires regularization of its budgetary and technical support, and the migration of responsibilities from the Department of Peacekeeping Operations to the Department of Management, where such projects belong.

Consulting services now include project management, UNIX administration in Geneva, system administration in New York and help desk services.

The Puebla Panama Plan included a natural disaster prevention and mitigation initiative, which incorporated risk management considerations in projects in all sectors.

These include human resource management, financial management, meeting management, IT management, and project management.

Access to finance and risk management would also support entrepreneurial efforts.

This should also lead to major reductions in time spent by programme partners on small scale project management.

As mentioned in the response to recommendation para. 12(h), UNHCR will review the management of project personnel and instructions on direct staff employment.

As an additional control measure, the human resources management ensures that candidates are placed on the roster before project managers can engage in pre recruitment action. However, our review of the

UNOPS would continue to offer both complex operations management implementation services and individual service lines, for example recruitment and administration of human resources, contracting and procurement services, project supervision and loan administration, and conference management services.

(b) The United Nations system should support the efforts of Governments to improve the management and delivery of aid and the formulation and implementation of projects.

UNICEF has completed the initial assessment and is currently developing the detailed proposal for the introduction of enterprise risk management in conjunction with the organizational review.

Objective 3 maintain systems associated with the re engineering projects by incorporating knowledge management and workflow. Support each business unit in defining requirements and implementing solutions using established project management and systems development methodologies.

We intend to take this forward during our field office visits, at which time we also plan to evaluate the programme project management.

The development team in scrum is self organizing, even though there may be some level of interface with project management offices (PMOs).

As stated above, the need to strengthen project management has been recognized by UNRWA for some time and is in the process of being streamlined in the context of the organization development initiative currently under way.

Furthermore, within the framework of the project cycle management, the issue of impact assessment and the adoption of a set of standards for impact assessment measures will be pursued.

As part of the reform process and in order to ensure that all the processes governing the entire project cycle are linked to organizational mandates and priorities, the Unit has been mandated to take responsibility for the redefinition and redesign of project cycle management in UNODC.

UNOPS is a United Nations entity that provides project management services to United Nations departments and organizations, to the World Bank and regional development banks, and, in the field of infrastructure and public works, directly to partner governments.

The success of social entrepreneurship, which applies a business approach to a social concern, is identified as one underutilized solution for addressing youth unemployment.

(b) A normative phase that will produce comprehensive guidelines and procedures governing the entire project cycle and its management under the Programme and Financial Information Management System (ProFi)

In addition, the United Nations system should support the efforts of Governments to improve the management and delivery of aid and the formulation and implementation of projects.

After a year in Japan, I trained in management and did a humanitarian project at the University of Aix en Provence, France, and that s where I met my girlfriend Zainichi, a Korean citizen born in Japan.

The overall goal of UNOSAT in the area of disaster management is to facilitate physical planning and programme implementation by local authorities, project managers and field personnel working in emergency response and risk prevention.
