The humanitarian transfer from Kyrgyzstan was an example of UNHCR operations.

That can be done through the transfers control initiative that we are proposing and funding.

In West Africa, inter State transport and transit are governed by two conventions the Inter States Road Transport Convention, and the Inter States Road Transit Convention.

Sometimes even army and police vehicles are involved.

The United Nations participated in talks in which the Government committed not to carry out further relocations.

As to the question whether the words intended carriage cover all parts of the carriage and not only the sea carriage, a majority of the delegations have felt that the text is clear and that there is no need to clarify that the goods must be packed and stowed in order to withstand the sea carriage as well as the ancillary land carriages.

The United Nations Programme of Action contains important guidance on controlling transfers, and we need to build on that.

(vi) Expenditure in excess of appropriations as amended by duly authorized transfers within the budget

They specify the terms and conditions of the protection of the most sensitive transports (categories I and II) by an escort.

Such transportation is subject to specific administrative conditions (authorization, route approval, prior agreement and constant control of execution).

We think that there are signs that an increasing number of countries support the need for improved transfer controls.

Certainly, an agreement on reducing illicit transfers would be a major achievement.

The Department of Peacekeeping Operations should therefore submit an in depth study on the regional air transportation resources available.

At its thirty fifth session, in 2002, the Commission approved the working assumption that the draft instrument on transport law should cover door to door transport operations.

The presence of transportation links is playing a special role with regard to diversifying the process to improve the social and economic situation in Afghanistan and developing integration processes.

In this way, value added operations are created, and national transport operators can enter the new market and compete without prejudice to national importers and exporters.

Likewise, not all electrical transmission is mediated by gap junctions, and these forms involve different specialized structures.

It is a matter of great concern to Barbados that in attempting to justify those highly dangerous shipments, some have pointed to the safety record of such shipments.

The development of a verifiable and credible end user certificate system would be of critical value in further tackling illicit arms transfers.

(v) Expenditure not in accordance with the intention of the Meeting of States Parties after making allowance for duly authorized transfers within the budget

Rehabilitation of the basic infrastructure destroyed during the mutinies and politico military crises, particularly in the areas of transport, energy and water supply, with a view to increasing production.

Article 4 of the Convention requires States to respect certain security conditions in conducting import, export and transit operations, including during transport.

Also, with a view to analysing and promoting practical measures that could help to improve transit transport operations, UNCTAD convened an Expert Meeting on the Design and Implementation of Transit Transport Arrangements , in Geneva from 24 to 26 November 2004.

The United Nations Commission on International Trade Law (UNCITRAL) prepared a draft instrument on the carriage of goods with a view to modernizing and universalizing law on the international carriage of such goods.

Thirdly, I would like to stress our particular concerns about the situation in Africa, where illicit arms transfers and the recirculation of weapons from one conflict to another constitute a mounting problem.

Nonetheless, the Government continues to face challenges in meeting the cost of operations of the armed forces, particularly payments for fuel and for the maintenance of the armed forces and police transport fleets.
