Nuclear weapon States should follow through with their responsibilities under article VI of the Treaty and conduct consultations, to be followed by measures for nuclear disarmament.

But we believe that such referrals should be accompanied by sufficient guarantees that due process will be respected.

We would like to underline that of course any designation should be supported by sufficient evidence, and the rule of law should be respected, implying sufficient safeguarding of the rights of the person or entities involved.

In any case, draft articles 7 and 13 contained ample safeguards against potential abuse.
