For the first time, expenditures have exceeded income and the fund balance has declined.

An analysis of the changes in the fund balance is shown in statement II.

As of 31 December 1992, the Fund balance amounted to US 45,000.

The fund balance as at 31 December 2004 is 1,936,547.

No additional puchases will be made until the balance of funds is within authorized levels.

The following table shows the expenditure, by region, under this fund, as well as the fund balance at the end of 2004.

The fund balance as at 31 December 1993 reflected a surplus of 211,872.

UNOPS recognizes the need for a balanced budget to ensure that, as a self financing entity, expenditures are fully covered from revenues earned and thus submits a projection for 2005 of revenue of 53.77 million and expenditures of 50.86 million.

The fund balance at the end of 2004 is being estimated at 9.21 million, comprising an operating reserve balance of 6 million and a working capital of 3.21 million.

Member States are given credit in the Fund in proportion to their rates of contribution to the UNPROFOR budget.

The fund balance as at 31 December 1993 was 197,048, compared with balance of 433,985 brought forward from the biennium 1990 1991.

The balance of about 3 million was withheld by countries which have granted the Fund tax exemption and hence will be refunded eventually.

The Director also explained that a more comprehensive picture of the fund balance position would be given in future reports.

Under the Supplementary Fund, the operating reserve balance brought forward from 2004 amounts to US 750,512.

Such consolidations were carried out, however, independently of their impact on the resources of the Tax Equalization Fund, and the balance of the Fund grew as a result.

Current account balance

In order to start the fund, UNICEF is requesting an initial amount of 10 million from the fund balance, on the basis of accrued liabilities.

After taking into account the above, the fund balance as at 31 December 1993 was 1,137,732.
