In 1997 a review by a WHO consultant concluded that mental health services in Vanuatu were rudimentary' (Wilton, 1997).

The International Court of Justice (ICJ) has made clear that the same principle applies to experts on mission performing services for the United Nations.

This platform enables users to compile and share information on experts in the South who are qualified and available to provide expert services in various development related initiatives.

OIOS observed that in the discussions of intergovernmental committees of experts the delegates raised a number of specific, concrete issues calling for further analysis.

Several members of the GoE, experts included in the Roster of Independent Experts, and others, assisted in the review process.

These included the Panel of Experts on Somalia, the Analytical Support and Sanctions Monitoring Team on Al Qaida and the Taliban, the Panel of Experts on Liberia, the Group of Experts on the Democratic Republic of the Congo, the Group of Experts on Côte d'Ivoire, and the Panel of Experts concerning the Sudan.

OIOS observed that there is no continuous and reliable interaction among subregional offices on the one hand and national offices and regional economic communities on the other in the intervals between meetings of intergovernmental committees of experts, nor any continuous networking with United Nations agencies in subregions.

Although the volume of organizational support to expert groups has been anticipated appropriately, there has been a tendency to request additional substantive and documentary services from the secretariat, a practice on which Parties may wish to reflect.

Activities centred on advisory missions, training of officials in WTO related issues, procurement of IT equipment and the provision of consultants in specific areas to assist the negotiating team. Technical advisory missions were sent to Cape Verde, Ethiopia and Sudan in preparation for the first working party on accession.
