Assistance and other interventions in response to natural disasters must be undertaken in accordance with the principles of impartiality and neutrality, without discrimination on the basis of race, ethnicity, religion or caste.

Furthermore, the capacity of the United Nations and the international community to respond and to deal with emergency humanitarian situations in countries affected by natural disasters should be enhanced in order to address the problems promptly with greater capacity, quality and accountability.

UN Habitat has provided technical assistance to Member States to implement the Millennium Development Goals and to respond to human and natural disasters by coordinating its efforts with other organizations of the United Nations system.
