Disaster preparedness

Assistance and other interventions in response to natural disasters must be undertaken in accordance with the principles of impartiality and neutrality, without discrimination on the basis of race, ethnicity, religion or caste.

Furthermore, the capacity of the United Nations and the international community to respond and to deal with emergency humanitarian situations in countries affected by natural disasters should be enhanced in order to address the problems promptly with greater capacity, quality and accountability.

Inter agency programmes aim at integrating responses in respect of the repatriation, reintegration, rehabilitation and reconstruction process.

UNV is also strengthening the regional South South cooperation modality for exchanging United Nations Volunteers with disaster risk management expertise for initial response to disasters and recovery.

In addition to disaster preparedness and mitigation, Kyrgyzstan supports initiatives on the creation of a worldwide early warning system for natural disasters.

Rapid response

Natural disasters have also had a destructive impact of exceptional scale.

The United Nations system must be able to respond flexibly and in conformity with national plans and priorities and institute procedures to serve as an interface between national priorities and needs and the overall global agenda.

The Strategy system should develop collaboration with entities responsible for disaster preparedness and response, including military forces and national rescue services.

Internal business processes. To be successful, the UNOPS system must be flexible, enabling consistent, rapid response and start up, and prompt closure when required.

But preparation for catastrophe does not have to reside exclusively with the government.

Regional organizations play an important role in disaster preparedness.
