Remittances were more stable than other private flows and were steadily increasing.

The global integration of trade and finance has facilitated these capital flows.

Finally, other factors, particularly the large capital inflows that most Asian countries are experiencing, have contributed to reserve accumulation in Asia theory and practice indicate that there are substantial costs to undertaking a currency appreciation in the face of booming capital inflows.

When countries suffer from low investment demand, freeing up capital inflows does not do much good.

For those countries as a whole, remittances represent the second most important source of capital surpassing ODA flows.

Below are several recommendations that should help to encourage private capital flows and remittances to African countries

Finally, exposure to the discipline of financial markets would make it harder for profligate governments to misbehave.

That configuration has largely reversed in the past nine months as international capital flows, driven by investment opportunities and returns, return to a more normal pattern.

The 1990s witnessed a rapid expansion of private capital inflows into developing countries, registering a sevenfold increase over the average for the 1980s.

The key economic policy goals should be to rationalize public spending, rein in the growth in the money supply in order to tame inflation, stem capital outflows, and address utility rates and subsidies.

But the fight against terror and its financing means that governments and financial institutions have extensive data on the cross border flow of money, which should be used to help people send money to their relatives more easily.

For example, it is difficult to find evidence that countries that freed up capital flows have experienced sustained economic growth as a result.

In fact, many emerging markets experienced declines in investment rates. Nor, on balance, has liberalization of capital flows stabilized consumption.

Foreign capital inflows would allow them to draw on the savings of rich countries, increase their investment rates, and stimulate growth.

Statistics show that, in these countries, remittances represent the second most important source of capital lagging behind only foreign direct investment and surpassing ODA flows.

Thus, it would be desirable that receiving countries make efforts to promote regulations that do not hamper remittances flows, while pursuing efforts to fight terrorism and money laundry.

But why should Latin American countries care about these capital flows and the revaluation of their currencies? After all, capital inflows traditionally have been regarded as a positive transfer of savings from rich industrial countries to capital scarce emerging markets.

A country can balance its trade either on a trading partner basis in which total money flows between two countries are equalized or it can balance the overall trade and money flows so that a trade deficit with one country is balanced by a trade surplus with another country.

One justification for capital controls is to prevent inflows of hot money from boosting the value of the home currency excessively, thereby undermining competitiveness.

But, over the past several years, a number of sub Saharan countries have attracted unprecedented inflows of foreign capital.

We also note that analyses of the flow of funds and the development potential of the transfer of foreign workers' funds, which should not be confused with official development assistance flows, continue to be the subject of particular attention.
