The Chemical Weapons Convention will not become effective until at least 1995, and its verification mechanism is yet to be established.

We can therefore expect that the Treaty will soon enter into force and that the IAEA will apply comprehensive safeguards in the entire Latin American region.

In other areas of disarmament, Sri Lanka recently ratified the chemical weapons Convention, which we hope will come into force next year.
