Investment Policy Review Kenya (UNCTAD ITE IPC 2005 8).

The UNCTAD secretariat introduced the central features of the IPR, starting with the recent trends in foreign direct investment.

OFDI policy regime and SMEs

The Ministry of Industry had introduced an integrated, modern economic policy which was attracting investment.

The Government of Egypt had invited UNCTAD to assess the extent to which it had implemented the recommendations of the IPR.

Implementing the IPR recommendations could improve Benin's capacity to attract FDI and benefit from FDI by reforming the regulatory and institutional investment framework.

In January 2005, it opened a one stop shop to facilitate establishment procedures, as recommended in the IPR.

The Investment Policy Review of Algeria was presented on 24 January 2004.

Box 1. Salient features of different phases of OFDI policy

The IPR identified several instances where FDI had brought significant benefits to the economy (horticulture, airlines, mobile telecommunications).

The measures suggested by the IPR have been incorporated into the five year strategic plan of the Ghana Investment Promotion Centre (GIPC), and many of them have already been implemented.

The Investment Policy Review (IPR) of Sri Lanka was presented on 6 October 2004.

The first Implementation Review of the Investment Policy Review of Egypt, published in 1999, was conducted.

The Investment Policy Review of Benin was presented on 2 November 2004 at the Expert Meeting on Good Governance in Investment Promotion.

As an organ of the EU, the EIB should be pursuing an ethical investment policy.

He welcomed the recommendations of the report and looked forward to the implementation of IPR action plan. Progress had already been achieved in a number of areas highlighted in the report.

After pursuing a restrictive policy regime during the 1970s and 1980s, India shifted to a new, transparent and liberal OFDI policy regime during the 1990s.

The IPR commended efforts by the Government to amend the Investment Promotion Act so as to remove minimum capital requirements for foreign investors.

However, speakers agreed with the IPR assessment that the investment framework suffered from key weaknesses in implementation, in spite of the relative soundness of the laws themselves.

In addition, a number of supply side and demand side measures have been undertaken in accordance with the IPR's recommendations.

One representative said the IPR identified many of the issues that urgently needed to be addressed.

The Minister expressed his Government's gratitude to UNCTAD for its technical assistance through the IPR, the East Africa Bluebooks and An Investment Guide to Kenya (published by UNCTAD and the International Chamber of Commerce).
