B. Capacity building and education

The technical cooperation and capacity building activities carried out by UNCTAD for least developed countries addressed human resources development and institution building, including building capacities relating to trade and development.

Indeed, building human resource capacity is itself a useful way of fulfilling Goal 8.

Capacity building encompasses enabling policies and incentives, appropriate legislation and regulation, effective enforcement, adequate information and sufficient human resources, in addition to environmentally sound technologies.

The Subsidiary Body for Implementation, at its twenty third session, decided to recommend the following draft decision for adoption by the Conference of the Parties serving as meeting of the Parties to the Kyoto Protocol at its first session.

In introducing this sub item at the 1st meeting, on 28 November, the President drew the attention of the COP MOP to the provisional agenda and annotations (FCCC KP CMP 2005 1).

The President said that, with the assistance of Mr. Jacques Bilodeau (Canada), he would undertake consultations on nominees for the Compliance Committee and report back to the COP MOP at a later session.

Technical assistance should help build human and institutional capacity in landlocked developing countries so as to enable them to implement agreements and take advantage of trade opportunities.
