As long as the borrower has not misled the lender at the time of taking the loan, the lender bears at least some responsibility for the transaction.

But there is a contrary moral attitude, the essence of which is that, whereas excessive debt is to be deplored, the blame for it lies with the lender, not the borrower.

It will be as with the people, so with the priest as with the servant, so with his master as with the maid, so with her mistress as with the buyer, so with the seller as with the creditor, so with the debtor as with the taker of interest, so with the giver of interest.

But in the borrower s view it is usurious taking advantage of the borrower s desperation.

In the lender s view, the 17 interest rate that Greece s government now has to pay for its 10 year bonds accurately reflects the lender s risk in buying Greek government debt.

Lender B agrees to provide a revolving loan facility to ABC to finance this process.

The seller retains title or the lender is granted a security right in the tangibles purchased to secure the repayment of the credit or loan.

Low interest rates strengthen the ability to pay, and thus boost demand.

Commercial debt usually has covenants that limit the borrower s ability to roll the dice.

ABC also maintains a bank account with Lender A and has granted Lender A a security right in the bank account as additional security for the repayment of the loan.

When prices are rising, the real interest rate is less than the nominal rate since the borrower repays with dollars that are worth less.

Loan or bond covenants often require borrowers to agree to maintain a minimum level of equity capital or cash on hand.

ABC obtains a loan from Lender A to finance the purchase of the drill presses from Vendor B, secured by a security right in the drill presses.

ABC obtains a loan from Lender B to finance the purchase and installation of the conveyor equipment from Vendor C, secured by a security right in the conveyor equipment.

Similarly, private borrowers can go to prison if they misrepresent their financial condition to secure bank loans.

The borrower typically requests loans when it needs to purchase and manufacture inventory, and repays the loans when the inventory is sold and the sales price is collected.

After all, if they defaulted on their loans, the banks would repossess the house at a higher value.

Banks could take on overly risky projects without scaring off investors because the government would step in as the lender of last resort.

These problems can become particularly acute in an economy without an effective lender of last resort and or one that issues only domestically denominated debt.

Notably, the issuer, that is the borrower, can rationally plan such borrowing to make real investments.

Consider catastrophe bonds (or cat bonds ), which contain clauses that stipulate that the issuer of the bond (the borrower) does not have to repay the money if a specified catastrophe occurs.

In this type of financing, it is also common for the lender to obtain a security right in the bank account into which customer payments (i.e. the proceeds of inventory and receivables) are deposited.

The collateral limits the lenders downside risk, and the fear of losing the pledged assets encourages borrowers to act prudently.

ABC obtains a loan from Lender C to finance such acquisition. The loan is repayable in equal monthly instalments over a period of ten years and is secured by existing and future assets of ABC and the entity being acquired.

When banks make loans, they create deposits for borrowers, who draw on these funds to make purchases. That generally transfers the deposits from the lending bank to another bank.

Moreover, because financial institutions assets were bought mainly with borrowed money, the shortage of credit is exacerbated by their need to deleverage.

The financial crisis of 2008 came close, but it was precisely the Fed s readiness to step in as an emergency lender that prevented the worst.

Currently, other member states can provide assistance to Greece only by bending the rules, which prevent them from lending except in response to natural disasters or circumstances beyond a country s control.

The difficulty of repossession (where did the borrower park the car?) and sale (the used car market is still in its infancy) meant that most of these bad loans had to be written off.

After the depreciation, the collateral, valued in dollars, is worth less. Loan covenants have likely been broken, and lenders begin demanding that the borrower either put up new collateral or deleverage and repay part of the loan.

Under this type of credit facility, loans secured by the borrower's existing and future inventory and receivables are made from time to time at the request of the borrower to fund the borrower's working capital needs (see also A CN.9 WG.VI WP.11 Add.2, para. 12).

Decree 78 2002 ND CP by the Government on credits for the poor and other policy entitlement groups stipulates that for a less than VND 10 million loan, the borrower needs only an application form and land use right certificate without collateral.
