In Bolivia, there has been a shift in authority over forests from the central government to municipal governments, recognition of indigenous peoples' property rights and a reallocation of some public forest from central to municipal levels.

For instance, the destruction of forests in Central Africa by logging companies is destroying the livelihoods of indigenous communities.

In addition, there should be emphasis on another key area of concern for the sector, besides deforestation and forest degradation, namely, the lack of recognition of indigenous peoples and communities that live in and depend on forests.

(s) Promote the development and application of scientific and technological innovations, including those that can be used by forest owners and local and indigenous communities to advance sustainable forest management

There is a need to safeguard customary and legal rights, in particular in instances where forest resources are important for peoples' livelihoods, as is the case for many indigenous communities.

In order to reverse this trend, it will therefore be necessary to increase forest management and reafforestation and to control the most important factors contributing to forest loss (excessive tree felling, unsuitable planting practices and forest fires among others).

In many countries, forests and forest management have a low priority in economic, social and political agendas.

The solution to the forest crisis should start with the implementation of existing commitments and the generation of the additional funds required to halt forest loss.
