The only regular institutional mechanism is the Paris Club, which deals exclusively with official financing.

Indeed, sufficient official financing will be needed to allow cross border and even domestic investors to exit.

Micro entrepreneurs in the informal economy, the majority women, most often have no access to financing and long term capital.
