The family as a whole may represent up to 15 of the deep sea fish population.

We reiterate our concern at the insufficiency of scientific information on the destructive environmental impact of deep sea fishing practices, in particular bottom trawling.

There is a growing interest for bioprospecting for deep seabed genetic resources.

A similar agreement has been concluded with FAO and the Institute of Marine Research in Norway for cooperation in, and co financing of, a project dealing with fisheries and living marine resources trawl assessments and management.

The library manages the Authority's specialized collection of reference and research materials focusing on matters relating to the law of the sea and deep seabed mining.

In that context, my country is following with interest the efforts aimed at establishing a moratorium on deep sea bottom trawling.

The commitments manifested in the action oriented draft resolutions on sustainable fisheries and on the law of the sea, which Canada is pleased to co sponsor, come at a critical and complex time for fisheries and for the law of the sea.

The United Nations Convention on the Law of the Sea contains independent and comprehensive standards on high seas fishing that are fully valid in themselves.

The sustainable fisheries draft resolution stands as an undertaking by the international community to review the impact of fishing activity on marine bed ecosystems.

However, effects on deep water fish are likely to depend on whether temperatures change at great depths, which is still uncertain.

So within three years, from 2003 to 2006, we were able to get norm in place that actually changed the paradigm of how fishers went about deep sea bottom trawling.

This is surely one of the biggest reasons for the lax regulation of deep sea oil drilling.

There are 40 platforms and vessels around the world that could have submitted a tender for the drilling of the deep water (1,600 meter) oil exploration well off Cuban coasts.

With respect to the law of the sea, the Open ended Informal Consultative Process on Oceans and the Law of the Sea at its sixth meeting discussed fisheries and their contribution to sustainable development.

Issues concerning oceans, fisheries and the law of the sea are of great importance to Pacific Island Forum countries.

Research vessels a fisheries research vessel (FRV) requires platforms which are capable of towing different types of fishing nets, collecting plankton or water samples from a range of depths, and carrying acoustic fish finding equipment.

Although most are located in the depths of seas and oceans, some also exist in shallow water, which can spew material into the air during an eruption.

The third panellist, Matthew Gianni, international fisheries consultant, proposed measures to address bottom trawling and illegal, unreported and unregulated fishing.

In accordance with paragraph 2 of article 143 of the Convention, the Authority is engaged in promoting marine scientific research in the deep ocean and, to that end, it encourages and collaborates with groups of international scientists.

A control and inspection mechanism is in place for the activities of national fishing vessels on the high seas, using a system of reports to the body tasked with fishing management and the enforcement of the aforementioned law.

However, management of high seas fisheries is inadequate in many areas and some resources are overutilized.

We therefore commend the fact that the draft resolution on sustainable fisheries notes the importance of capacity building in helping developing countries to participate in high seas fishing.

Its signing and entry into force have had a significant impact on the conservation and management of fishing resources on the high seas and also on international cooperation in the fishing industry.

However, my country believes that fisheries beyond national jurisdictions in partially closed seas, such as the Mediterranean, should be controlled within the framework of regional fisheries organizations on the basis of work and studies carried out by those bodies.

Most critically, we need to improve high seas fisheries conservation and management, to ensure ecosystem and precautionary approaches based on the best available scientific information, and to end all forms of illegal, unreported and unregulated fishing.

The report of the Secretary General on oceans and the law of the sea demonstrates that there is more to the sea than the exploitation of traditional natural resources such as fisheries, oil and gas.

We also commend all delegates who have worked in cooperation to finalize this session's draft resolutions on oceans and the law of the sea and on sustainable fisheries.

In order to enhance prospects for international agreement on effective management, as the research community ventures further into deep sea environments, we encourage broad international collaboration and widespread availability of data, samples and findings.

It is important that regional fisheries enhance their cooperation with a larger number of States, in particular with high seas fishing States and geographically disadvantaged States.

Industries and activities such as fisheries, shipping, and seabed mining are all regulated separately. No governance framework is in place for emerging high seas industries such as energy production.

The work of the Sixth Committee and the agenda items concerning the law of the sea and fisheries both entailed lengthy negotiations on questions of great variety and depth.
