It represents the first global clearing house for early warning information on natural hazards.

Natural hazards cannot be prevented, but damage caused by hazards can be prevented and avoided by proper preparedness, response and mitigation efforts.

Instead, it is widely recognized that such disasters are the result of the way individuals and societies relate to threats originating from natural hazards.

The risks and potential for disasters associated with natural hazards are largely shaped by prevailing levels of vulnerability and measures taken to prevent, mitigate and prepare for disasters.

In that connection, we would like to declare our support for the Secretary General's recommendation for an early warning system for all natural hazards, building on existing national and regional capacity.

When I say guard against , I do not mean, of course, that we can prevent natural disasters but that we can at least reduce the risks to human life and property.

In that connection, work continues on establishment of a worldwide early warning system for all natural hazards (ibid., para. 56 (f)) in the context of the implementation of the Hyogo Declaration and Framework for Action.

That document recognized the importance of space based Earth observations, remote sensing, GIS and telecommunications to assess, monitor, model and forecast natural hazards and risks and to enhance early warning systems.

A Better Way to Reduce Nuclear Risks
