The United Nations Convention against Transnational Organized Crime and the three Protocols thereto, as well as the United Nations Convention against Corruption, provided a sound basis for such efforts.

The United Nations Convention against Corruption is the first and only global legally binding instrument against corruption and it is remarkably innovative and far reaching in its content.

In its resolution 58 4, the General Assembly, in order to raise awareness of corruption and of the role of the United Nations Convention against Corruption in combating and preventing it, decided that 9 December should be designated International Anti Corruption Day.

The scene has changed with the successful conclusion of the United Nations Convention against Transnational Organized Crime and the Protocols thereto, and the United Nations Convention against Corruption.

China had ratified the United Nations Convention against Transnational Organized Crime and its National People's Congress was completing the necessary formalities for ratification of the United Nations Convention against Corruption.

It also requests all Member States to foster a culture of transparency, accountability and the rejection of corruption at all levels, consistent with the United Nations Convention against Corruption.

In 2003, taking another step in the right direction, the General Assembly had adopted the United Nations Convention against Corruption.

As at 1 September 2005, 29 States had ratified the United Nations Convention against Corruption.

The United Nations Convention against Corruption, adopted by the General Assembly in its resolution 58 4 of 31 October 2003, promotes standard measures and intergovernmental cooperation against corruption.

59 155. Action against corruption assistance to States in capacity building with a view to facilitating the entry into force and subsequent implementation of the United Nations Convention against Corruption

We are convinced that the expeditious entry into force and subsequent implementation of the United Nations Convention against Corruption are central to the efforts at the international level to fight corruption, and therefore we shall accord high priority to supporting efforts to that end.
