How to implement them, how to translate them into concrete action and how to build practical consensus around them remain a serious challenge for the sixtieth session of the General Assembly.

Last week I gave a comprehensive report on the outcome of my consultations in the search for consensus on our programme of work.

Where there is consensus, let us take big strides.

It is our responsibility to find further consensus on these issues in the context of the new threats and opportunities that face us all over this globalized world.

Norway will continue to seek a new consensus and to achieve results.

On others, consensus has been reached.

There was no consensus on the proposal.

Let us not now forget the importance of consensus.

We support its contents and join in the consensus.

So we have two proposals on which consensuses are almost emerging.

Growing consensus on what is needed in Africa

We commit to translate that consensus into concrete action.

If there is one objection, then there is no consensus.

During the past eight years the agenda has not been seen as a complication in the CD's efforts to find consensus on the various proposals for our work programme. Nor is it now.

But if they are approached on the basis of developing a national consensus, the Transitional Assembly should succeed in creating a new and stronger political framework in which all Iraqis are enabled to contribute their skills and energies to building and defending a democratic, pluralistic and prosperous Iraq.

It reflects the existing consensus on a range of issues.

Consensus on definition of issues of concern

The existing consensus has been characterized as a relic of the past.

A good beginning has been made by reaching consensus on the date of the elections.

Consensus was achieved among interested parties through extensive consultations.

There was no consensus on that issue among members of the Committee.

There is consensus on the need to scale up prevention and treatment simultaneously.

That is why we are joining the consensus on this draft resolution.

The Millennium Development Goals and the Millennium Declaration are critical because they represent the clearest indication to date of a global consensus on the need to end extreme poverty.

We have already addressed the problem of consensus on other occasions, with a certain spirit of calm.

We believe that consensus can be built on the basis of those principles.

Therefore, it is best that we work towards building consensus on all issues.

It must be achieved through a process of democratic deliberations designed to achieve a consensus.

If consensus cannot be achieved, countries vote with different voting shares.

The COP was unable to reach agreement on including this text in the decision on additional guidance to the GEF (decision 8 CP.10) and, in accordance with rule 16 of the draft rules of procedure being applied, this item will automatically be included in the agenda of the twenty second session of the SBI.

Indeed, the very complexity of legal and other instruments, management measures and forums dealing with oceans issues makes it difficult to find coherent, cooperative and practical approaches that can garner both domestic and international consensus.

Nevertheless, in order to facilitate a search for consensus on the work programme of the Conference, we expressed our readiness to support a discussion mandate for the Ad Hoc Committee on PAROS in the form put forward in the five ambassadors' proposal.

The study made two proposals as the way forward in implementing the Consensus in Asia and the Pacific region.

Let us therefore be realistic and not make the absence of consensus an excuse for inaction.

Processes that move the Organization forward cannot be slowed by the pretext of consensus.

Efforts should be made, through quiet consultations, to explore a possible consensus.
