In the Disarmament Conference, Argentina is a strong advocate for the commencement of negotiations on a fissile materials cut off treaty.

It is bitterly disappointing that the CD has failed either to establish an appropriate subsidiary body to deal with nuclear disarmament or to begin negotiations on banning the production of fissile materials for nuclear weapons.

We are convinced that the start of negotiations on an FMCT will be a significant step towards nuclear disarmament and non proliferation.

(f) The negotiation of a fissile material cut off treaty with clear disarmament objectives, which also addresses the issue of existing stocks

The stalled negotiations on a fissile material cut off treaty in the Conference on Disarmament should be restarted, and that body should adopt a more constructive approach in order to advance the disarmament process.

It urged the Conference on Disarmament to begin negotiations without delay on the questions of halting the production of fissile material for military purposes, nuclear disarmament, negative security guarantees and the prevention of an arms race in outer space.

We are concerned about the continuing inability of the Conference on Disarmament to agree on a programme of work and begin negotiations on a fissile material cut off treaty.

Secondly, Egypt has always supported the initiation of negotiations on an FMCT as the first step of a phased disarmament programme, because Egypt has always been strongly in favour of nuclear disarmament and nuclear non proliferation.

Other crucial steps, which had been delayed because the Conference on Disarmament had still been unable to agree on a programme of work, were the negotiation of a fissile material cut off treaty and the establishment of a subsidiary body on nuclear disarmament.

The purpose of this exercise is to better prepare delegations in Geneva for the actual negotiations in the Conference on Disarmament on a fissile material cut off treaty.
