The COP recognized the advantage of Parties exercising discipline when requesting the secretariat to prepare documents, bearing in mind the considerable resources required for the preparation of documentation.

Under this programme, an amount of US 2,533,000 was approved for the biennium 2004 2005 for staff related costs of five administrative staff and operational expenditures of the secretariat.

Accordingly, it was proposed that the Secretariat revise the provision to provide that a tender must be submitted in the form as required in the solicitation documents.

The process of nationally prepared country project documents in itself is an exercise in capacity development.
