The COP recognized the advantage of Parties exercising discipline when requesting the secretariat to prepare documents, bearing in mind the considerable resources required for the preparation of documentation.

Under this programme, an amount of US 2,533,000 was approved for the biennium 2004 2005 for staff related costs of five administrative staff and operational expenditures of the secretariat.

The process of nationally prepared country project documents in itself is an exercise in capacity development.

Decision RC 2 2 on the process for the preparation of decision guidance documents, as adopted by the Conference, is contained in annex I to the present report.

The existence of these detailed strategic planning documents greatly facilitated the preparation of the programme and budget document in line with RBM principles.

The Conference was asked to consider whether it wished to invite the secretariat to prepare a paper for consideration by the Conference at its next meeting on the scope of decision guidance documents and the feasibility of a process for updating and refining them.

It was agreed that while work on a general recommendation on article 2 had priority, experts who had volunteered to work on particular topics should continue to work on background papers.

An environmental knowledge base for the 12 countries in the West Asia region has been prepared in the form of a set of 12 compact disks, containing documents and information resources available to key environmental agencies and partner institutions in the region.
