Attracting development assistance is in some respects as competitive as encouraging foreign direct investment by developing countries.

To address these problems, the Government, the United Nations and donors are currently engaged in discussions on the public administration reform strategy.

Nevertheless, the long term sustainability of public administration reform measures warrants the commitment of a substantial amount of resources to that end.

The reform of the United Nations also requires the reform of the Secretariat.
