The fifth, and final, E enforcement forms an integral part of road safety management.

The establishment of the Department of Safety and Security entails the elaboration of new security and safety perspectives, policies, procedures and techniques.

The Department of Political Affairs, the Department of Peacekeeping Operations and the Department of Safety and Security are working to address those challenges.

Immediate action to establish the Department of Safety and Security was taken by the appointment on 13 January 2005 of the Under Secretary General for Safety and Security, as well as the designation of officers in charge for the Division of Safety and Security Services and for the Division of Regional Operations.

Strong support was expressed for the formation of DSS and the aim of developing a capacity for threat and risk analysis.

When the General Assembly had decided in December 2004 to establish the Department of Safety and Security, it had recognized the need for the urgent implementation of a unified and strengthened security management system.

In the meantime, the Executive Office of the Department of Management continues to provide some functional support to the Department of Safety and Security.

Compliance with the minimum operating security standards at many UNODC offices was verified by the Department of Safety and Security.

Distribution of responsibilities within the Department of International Protection

The Convention on Nuclear Safety is a 1994 International Atomic Energy Agency (IAEA) treaty that governs safety rules at nuclear power plants in state parties to the Convention.

With regard to recommendation 1, the Safety and Security Section at the United Nations Office at Geneva (UNOG) submitted an updated security strategy and final plan to the security project management team in April 2005, prior to its finalization and submission for approval by the Department of Safety and Security.

While there is no central repository of information on the security threats and incidents incurred by international organizations, non governmental organizations and intergovernmental organizations, the Department of Safety and Security has collected first hand and secondary accounts of numerous critical security incidents involving their staff.

The role of the Department of Safety and Security, in that regard, will be to ensure that the appropriate safety programmes, based on United Nations experience and operational needs, are in place and effectively discharged by the best qualified safety personnel.

The safety and verification aspects of the IAEA mandate remain important pillars of the Agency's mandate.

The Department of Safety and Security had clearly been making big efforts over the past year, especially with regard to the needs at Headquarters.

Concurrently, the Department is recruiting for the P 5 posts of Country Security Advisers newly established in the field.

Publications and academic outreach are important aspects of the Department's training and promotional activities.

Mr. Amolo (Kenya) said that his delegation supported the efforts of the Department of Safety and Security and acknowledged that it was still in the process of development.

It recognized that, for the Department of Safety and Security, maximum reliance on host Governments was central to operational effectiveness.

This would also include cooperation with the newly created Department of Safety and Security which would be able to utilize information gathered by the cell.

UNICEF notes however that the Department of Safety and Security is managing a project to consolidate crisis management within the United Nations system and that the operations centre will participate fully in that project.
