Linkages between the country programme and the regional programme is weak and there is relatively little follow up at the country level to ensure that advocacy at the regional level is transformed into action at the country level.

The Office seeks to raise awareness of Africa's development issues through advocacy and catalytic activities, participation at key forums, promotion of United Nations system coordination, promotion of South South cooperation and interface with civil society and private sector.

Consideration should be given to providing support to some programmes that not only benefit from regional advocacy, but also focus on issues or programmes that require trans border collaboration in their management.

However, following the successful advocacy push by UNICEF early in this plan period, the number of Governments publicly addressing the issues of trafficking and sexual exploitation appears to have peaked at around 80.

The type of support provided by the Programme for local implementation of the Millennium Development Goals has included a combination of advocacy, country assessment, policy advice, capacity building, project demonstration and field testing of approaches and instruments.
