UNICEF provided support to water, sanitation and hygiene programmes in 93 countries in 2004, ranging from national policy development to service delivery in focus districts.

Finally, we outline a few, selected measures which should be taken to improve the processes of delivery of international support with a view to achieving its development objectives.

The shift by UNICEF in this plan period towards a greater relative emphasis on upstream support to national policy, capacity and partnerships for scaled up programme delivery may, in some cases, entail a reduction of support to smaller scale project activities.
