By paragraph 15 of the same resolution, the General Assembly also requested the Secretary General to ensure that the experiment shall in no way limit opportunities for external recruitment for posts at any level.

President Shi Jiuyong even suggested that one way of simplifying that possibility would be to request the General Assembly or the Security Council, in view of their broad competence, to act as intermediaries for the international organizations.

This gives me the opportunity to congratulate Mr. Jean Ping, President of the General Assembly at its fifty ninth session, on the remarkable way in which he guided the consultations on this particularly delicate question.
