With the assistance of the department of technical services as well as NGOs and other actors working in rural areas, the Adult Literacy and Education Department has been organizing annual literacy campaigns since 1970 in five national languages, namely Hausa, Zarma, Kanuri, Fulfulde and Tamajaq.

With regard to managing technical cooperation for development, we welcome the restructuring of the Agency's Department of Technical Cooperation into four new geographical regions, which will lead to the regrouping not only of staff responsibilities and tasks, but also of countries in a particular region.

The Assistant Secretaries General support the Under Secretary General in ensuring the effective integration of the capacities of the different organizational units of the Department for normative, analytical and technical cooperation work, with a view to maximizing complementarity and synergy within the Department as a whole.

This department qualifies technical personnel capable of understanding the inner workings of international networks such as the Internet or local area networks, and how to build and develop such networks.

In the last quarter of 2005, the Department intends to explore further technical enhancements in United Nations personal protection, including options for obtaining short notice assistance on a roster basis.

Then, sessional dates were proposed by the Department, through e Meets, to the technical secretariats of the calendar bodies, with the aim of producing a relatively even workload for most of the year.

Later it also created a Professional Training Department to provide technical and practical training to those responsible for growing and selling coffee, agronomists and civil servants, and individuals interested in entering the business.

In terms of seniority there was one female Head of Department, four male Heads of Department, two female Assistant Heads of Department and three male Assistant Heads of Department.

Health Department

The Commission is composed of 53 members elected for terms of office of three years, meets annually for a period of two to three weeks and receives substantive and technical services from the Department.

However, the human and financial resources available to the United Nations system and specifically to the staff of the Department of Economic and Social Affairs providing technical assistance to Member States remain severely limited.

The training capacity comprises four departments the Training Department Infantry at Arlon, the Training Department Armour Cavalry at Leopoldsburg, the Training Department Artillery at Brasschaat and the Training Department Engineers at Namur.

The project is organised by the International Organization for Migration (IOM), with the technical and creative support of Horace communication agency, and financed by the Italian Ministry of Interior, Department of Civil Liberties and Immigration.

The Defense Security Cooperation Agency (DSCA), as part of the United States Department of Defense (DoD), provides financial and technical assistance, transfer of defense matériel, training and services to allies, and promotes military to military contacts.

The Division for Social Policy and Development of the Department of Economic and Social Affairs continues work on the technical assistance initiative launched in 2003 to support Member States in implementing the Madrid Plan of Action.
