Emergency preparedness planning

WFP continued its engagement in preparedness for humanitarian response, with contingency planning covering more than 30 countries.

Contingency planning should be seen as an ongoing preparedness mechanism rather than as a one off exercise.

UNICEF will support national efforts for preparedness planning for WASH as part of its commitment to develop preparedness plans in all the countries in which it works (see Section E).

Disaster risk mitigation and preparedness are integral to the planning of human settlements in countries prone to natural disasters.

UNICEF agrees to review the guidance on emergency preparedness and response planning to ensure that critical areas have been covered in sufficient detail.

In many of these exercises, WFP provided inter agency leadership through the IASC Sub Working Group on Preparedness and Contingency Planning, which it co chairs.

Satellite and aerial imagery is used by the Department of Peacekeeping Operations for the development of large scale maps to support the movements, operations and planning of peacekeeping troops and to improve staff security and emergency preparedness in the field.

The recent earthquake and tsunami triggered a debate on the need for the establishment of regional early warning mechanisms for disaster prevention, development and the strengthening of response preparedness, mitigation and contingency planning, as well as measures to prepare communities for future disasters.

Relevant United Nations organizations and donor Governments should enhance the level of preparedness of disaster prone countries, particularly at the local level, by significantly increasing funding for preparedness activities.

The lack of information on the complex nature of disasters and the lack of models of good practice for disaster preparedness and response, as well as the lack of building codes and regulatory frameworks to support more effective urban planning processes, will need to be urgently addressed.
