It is important that more attention is now paid to public liabilities not only growing sovereign debt, but also larger, non debt liabilities embedded in social insurance programs.

As more people work and earn more money, tax liabilities rise and eligibility for government benefits like unemployment insurance falls.

The liability side will expand as social insurance grows but slowly, owing to a fear of underestimating the liabilities being created.

First, once a collective choice is made about the desired levels of social insurance, the implied liabilities should be fully funded over time.

In 2004, the liabilities for after service health insurance, accrued leave and termination benefits were 336 million, compared with 290 million in 2003 and 263 million in 2002.

In paragraph 31, the Board recommended the disclosure of the updated valuation of liabilities for after service health insurance in the notes to the financial statements of the Institute.

First, once a collective choice is made about the desired levels of social insurance, the implied liabilities should be fully funded over time. The alternative is a poor intergenerational burden sharing choice.

Meanwhile, proposals regarding after service health insurance are included in the report on liabilities and proposed funding for after service health benefits to be submitted to the Assembly during its current session.

(w) Contingent liabilities

Activities include insurance and annuities, life insurance, retirement insurance, health insurance, and property casualty insurance.

As per Executive Board decision 2003 11 (E ICEF 2003 9 Rev.1), a reserve of 30 million was established in 2003 to cover contingent liabilities arising from after service health insurance for staff.

However, regarding liabilities for after service health insurance, no initiative has been taken so far by the United Nations UNITAR is awaiting the outcome of the funding study currently undertaken by United Nations Headquarters.

Comment by the Administration. Work is continuing with UNFPA and UNOPS, as well as the Finance and Budget Network, to formulate formal funding policies regarding liabilities for after service health insurance and post retirement benefits.

These increasing liabilities are unfunded.

Other end of service liabilities

With respect to the funding of after service health insurance, a report which is being finalized will contain proposals that will provide for the commencement of accruals and for initiating the process to fund such liabilities.

(a) Nature and term of the liabilities

The financial report and accounts reflect UNICEF income, expenditure, assets and liabilities, including the net operating income, assets and liabilities of PSD.

Comment by the Administration. So far, the only action taken by the United Nations Secretariat to address the issue of unfunded liabilities has been the preparation of a report on the funding of after service health insurance benefits, for consideration by the General Assembly.

On the administrative side, arrangements and related provisions must be made for (a) the payment of pensions to judges and surviving spouses after the closure of the Tribunals and (b) the liabilities associated with the after service health insurance scheme for retired staff members.

But replacing private insurance with government insurance plans is far from optimal.
