(a) Continue expanding access to health services, in particular in rural areas, and increase the competence of health personnel

Military and police personnel costs would increase by 40.5 per cent, civilian personnel costs by 1.3 per cent and operational costs by 48.9 per cent.

We are deeply dismayed to learn about the significant increase in allegations of sexual misconduct against United Nations peacekeeping personnel.

a Increase of 50 military personnel to create a sector headquarters in Port au Prince (Security Council resolution 1608 (2005)).

In that context, it noted that the majority of the additional resources requested were a direct result of the temporary increase in military personnel.

That represented a fivefold increase in field personnel since 2000 and an increase of over 10,000 since the previous year, with 23 new countries having contributed either police or troops in the past 18 months.

In its resolution 1608 (2005) of 22 June 2005, the Security Council extended the mandate of MINUSTAH until 15 February 2006, and authorized an increase of 50 military personnel as well as a temporary increase during the electoral period and subsequent political transition of 750 military personnel and 275 civilian police.

That gloomy picture is further exacerbated by the significant increase in the number of allegations of sexual misconduct against United Nations peacekeeping personnel.

The number of new missions resulted in an increase in the number of military and police personnel deployed compared with the previous period 2002 03.

That would constitute an increase of 63 per cent, compared with increases of only 10 to 20 per cent and 3 to 10 per cent in the numbers of military and police personnel and civilian personnel, respectively.

b Temporary increase of military and police personnel during the electoral period and subsequent political transition (Council resolution 1608 (2005)).

Protection of United Nations personnel, associated personnel and humanitarian personnel in conflict zones.

By its resolution 1565 (2004), the Council extended the deployment of MONUC until 31 March 2005 and authorized an increase of the Mission's strength by 5,900 personnel, including up to 341 civilian police personnel.

By its subsequent resolution 1621 (2005) of 6 September 2005, the Council authorized an increase of 841 personnel in the strength of the Mission, including up to five formed police units of 125 officers each and the additional police personnel.

While some of the improvements were of a one time investment type, a significant element of the package represented an increase in security personnel on duty.

The number of vehicles in evidence appeared consistent with those noted during the last inspection, although there was an increase in the number of personnel in and around the site.

There is also a clear trend indicating an increase in the level of representation of women in administrative and management echelons, as well as among specialists and technical personnel.

By the same resolution, the Council had authorized an increase of 300 personnel in the military strength of MONUC to provide additional security during the electoral period.

The variance of 9,146,600 is due mainly to the increase by 123 in the authorized strength of the civilian police personnel for a total strength of 391.

An increase of 382,100, or 6.3 per cent, in comparison with the apportionment for the current period is proposed under military and police personnel for 2005 06.

Ms. McIver (New Zealand) said that the frequency and the gravity of violent, sometimes fatal, attacks on personnel working in United Nations operations in the field had continued to increase.

In view of historical trends and projections based on personnel data, the enrolment figures are expected to increase further as an increasing number of staff reach retirement age.

Ms. Nyirinkindi (Uganda) pointed out that almost every year there was an increase in attacks against United Nations personnel and the civilians working alongside them in the service of the Organization.

It also shared the concerns about attacks and crimes committed against locally recruited United Nations personnel and fully supported measures to increase their protection.

The main factor contributing to the variance of 21,946,400 under this heading is the proposed increase in the number of international staff by 122 personnel, from 975 to 1,097.

Criminal activities, which also affect UNOMIG and its patrols, highlight the need for the sides to increase their efforts and cooperation in enhancing the security of personnel operating in the zone of conflict.

The revised requirements of 89 million under civilian personnel reflect an increase of 0.6 million (0.7 per cent) over the apportionment for the current financial period.

Teaching personnel in Tertiary Education

The increase is attributable to requirements in respect of the additional contingent personnel, including reimbursement for troop costs and major equipment, emplacement of troops, rations and freight and deployment of contingent owned equipment.

(c) a temporary increase, during the electoral period and subsequent political transition, of 275 personnel to the current strength of MINUSTAH's civilian police component to provide increased security

Additional resource requirements of the Mission arising from the Council's decision in its resolution 1565 (2004) to increase the authorized strength of MONUC by 5,900 personnel will be considered by the General Assembly shortly.

The Security Council endorsed my recommendations for an amended concept of operations and force level of the United Nations Peacekeeping Force in Cyprus, including the downsizing of the military personnel and an increase in its police component.

In the revised budget, the Secretary General proposes an increase in civilian personnel by 698 over the level approved in the initial budget for 2004 05 190 additional international staff, 393 additional national staff and 115 additional United Nations Volunteers.

Subsequently, the Security Council, in its resolution 1565 (2004) of 1 October 2004, extended the deployment of MONUC until 31 March 2005, authorized the increase of MONUC strength by 5,900 personnel, including up to 341 civilian police personnel, as well as the deployment of appropriate civilian personnel, appropriate and proportionate air mobility assets and other force enablers, and decided that MONUC would have the mandate set out in paragraphs 4, 5, and 7 of the resolution.
