There will be invisible capacity. Invisible capacity in our bodies, in our brains, and in the air.

But there are significant gaps in our capacity in several critical areas.

Obviously, greater knowledge enhances our capacity to act.

As a result, our capacity is severely stretched.

Our capacity to do so must confront certain realities.

I would nonetheless like to make the following additional remarks in our national capacity.

Our capacity to deploy rapid reaction forces also needs strengthening.

We will therefore continue to need assistance in those areas that are beyond our capacity.

Those efforts will further strengthen the capacity of our legal system.

They are in increasingly high demand, and we hope to expand our capacity to offer them.

Indeed, strengthening Africans' capacity in conflict prevention in crisis situations and in crisis management must remain our main objective.

Our proposal would strengthen the problem solving capacity of the Security Council.

We must enhance our capacity and mobilize more and more domestic resources.

As the capacity of computers becomes really, really big, and the capacity of our mind not that much bigger, we find that we need to tag as much as we can what we do in order to then retrace our path.

We must also ensure mutual accountability and strengthen our public financial management capacity.

For our part, in tactical and strategic cooperation with the multinational force, we have been steadily building the capacity of our security, police and military forces.

That has become our national commitment, and we have continued to improve our rapid deployment capacity in readiness for United Nations blue helmet activities and to make troops available for deployment.

So a flight from conversation can really matter because it can compromise our capacity for self reflection.

Capacity in peacekeeping missions

So there's my first message, that if you are to pass through these turbulent times more or less turbulently, then our success in doing that will in large measure depend on our capacity to bring sensible governance to the global space.

Moreover, as this debate underscored, the protection needs of civilians are still considerably greater than our capacity to meet those needs.

The European Community this summer pledged to increase our assistance for trade capacity building still further to 1 billion a year.
