OIOS developed an approach to self assessment, based on the concepts of results based budgeting.

Such an approach is at odds with the budgeting process in the United States and elsewhere.

This approach has two purposes one, it provides budgeting training to members and two, it is an attempt at overcoming the failure of some members to successfully budget because their spouse did not understand the importance of budgeting.
