The United Nations Fish Stocks Agreement is of paramount importance, as it strengthens considerably the framework for the conservation and management of straddling fish stocks and highly migratory fish stocks by regional fisheries management organizations.

The asset side of the balance sheet is maintained in the aggregate, but the management of the assets, particularly the diversification of holdings, can be thought of as prudent and de facto privatized.

It was pointed out that the model bilateral agreement would be entirely optional, as it would be used as a resource guide for assisting States in enhancing cooperation in the area of asset sharing.
