57 165. Promoting youth employment

Syria recently became a State party to the Youth Employment Network.

Youth employment is also a priority area in the World Programme of Action for Youth.

The establishment of the United Nations Youth Fund and the launching of the Youth Employment Network encouraged the promotion of national action plans for youth employment.

Recognizing also that Governments have a primary responsibility to educate young people and to create an enabling environment that will promote youth employment,

The Youth Employment Strategy (YES) is outlined in Canada's Fourth Report under this Covenant.

And unemployment hovers above 10 , with youth unemployment far higher, at roughly 25 .

This is a consequence of the reduced birth rate and the emigration of young people abroad.

Unemployment has risen to a record 11.2 , with 35 of young people jobless.

The youth unemployment rate in Greece does not mean that close to two thirds of young Greeks are unemployed.

My delegation would like to propose a special focus on youth employment in the work of the United Nations.

Youth unemployment in Spain, for example, is above 50 .

Unemployment stands at about 12 in Italy, and 38 for the young.

Likewise, Spain s unemployment rate is above 25 (and 55 for young people).

I am pleased to represent here one of the leading countries of the Youth Employment Network, a major international initiative to address the challenge of youth employment globally.

In some countries, it is reported that young people experience a poverty rate above the average.

Greece s youth unemployment rate now exceeds 60 , and Spain s is above 50 .

National action plans and policies to address youth unemployment need constant commitment and greater resources from Governments, particularly via the work of the Youth Employment Network.5

Government employment is falling at the fastest rate since the 1940 s, and is now at its 2006 level.

Several initiatives inspired me this year, such as the Youth Employment Spark project a youth led network for young entrepreneurs that helps young people to learn from one other and inspire others to take positive action.

This is a consequence of the decreasing birth rate and reproduction, as well as the large number of young people leaving the country.

Higher employment, rising wages, cash transfers to the poor, and state pensions have all helped to fuel progress.

Labor market experts thus consider the unemployment rate a potentially misleading indicator, because a youth unemployment rate of 50 does not mean that half of the young population is unemployed. That is why one should look at the unemployment ratio the percentage of the unemployed in the reference population rather than at the unemployment rate.

The rate of addiction among the total population is 127 per million, and the incidence among young people under the age of 18 is even smaller.

In 2008, the illiteracy rate was 11.48 and among the youth (ages 15 19) 1.74 .

The US is in a partial recovery, with growth at 1.5 2 and lagging employment.

The Youth Employment Network, which I launched in 2001 in partnership with the heads of the World Bank and ILO, has been promoting the preparation of national action plans for youth employment in an increasing number of countries.

In that context, Brazil reaffirms the commitment that it made in 2004 as one of the leading countries of the Youth Employment Network.

Another implication of this view is that the steep rise in savings in China is largely driven by a rise in the savings rate of middle aged Chinese (rather than a fall in the borrowing rate of the young).

Young people report that the rate of substance abuse among street children and disadvantaged youth is typically high.

Conversely, the fall in savings in the US is largely due to higher borrowing by the young (rather than a fall in middle aged Americans savings rate).

Young adolescents secrete GH at the rate of about 700 μg day, while healthy adults secrete GH at the rate of about 400 μg day.

In traditional economic models, increased liquidity results in more lending, mostly to investors and sometimes to consumers, thereby increasing demand and employment.

Unemployment has fallen from 10.1 over the course of the past 18 months, but the employment to population ratio has remained stuck at 58.4 .

He noted the importance of elements beyond national borders that were governed by international practices and policies and referred in that connection to the Youth Employment Network, which had become a forum for building consensus around economic and social policies and for dialogue between young people and policymakers.

So the perverse result of this way of counting the unemployed is that the more young people who pursue additional education or training, the higher the youth unemployment rate rises.

In this sense, Italy represents an extreme case, since even highly skilled young workers, though usually over the age threshold of the youth unemployment rate (29.5 in the country), are being marginalized.

The unemployment rate for young people (15 24 years old) in North Africa and the Middle East is 30 or more.

Its median age is higher than the global average due to its low birth rate, high life expectancy, and relatively high rate of emigration among younger people.

In that regard, we welcome the efforts of the Secretary General to promote the Youth Employment Network and look forward to working with other delegations to ensure that the Network can be developed in the coming months.

In implementing that action plan, the Government of Indonesia has been working closely with local government to build a solid foundation to speed efforts to address youth employment.

In addition, cooperation between local civil society organizations, governmental bodies and the private sector can be helpful in developing funding schemes for employment and educational opportunities for youth.
