57 165. Promoting youth employment

Syria recently became a State party to the Youth Employment Network.

Youth employment is also a priority area in the World Programme of Action for Youth.

The establishment of the United Nations Youth Fund and the launching of the Youth Employment Network encouraged the promotion of national action plans for youth employment.

Recognizing also that Governments have a primary responsibility to educate young people and to create an enabling environment that will promote youth employment,

The Youth Employment Strategy (YES) is outlined in Canada's Fourth Report under this Covenant.

My delegation would like to propose a special focus on youth employment in the work of the United Nations.

We need young people to believe in participating, as leaders, in our countries' politics.

I am pleased to represent here one of the leading countries of the Youth Employment Network, a major international initiative to address the challenge of youth employment globally.

In accordance with that vision, the Mexican Youth Institute was created as a governmental body charged with designing and implementing a national policy for the full integration of youth in the country's development.

National action plans and policies to address youth unemployment need constant commitment and greater resources from Governments, particularly via the work of the Youth Employment Network.5

Several initiatives inspired me this year, such as the Youth Employment Spark project a youth led network for young entrepreneurs that helps young people to learn from one other and inspire others to take positive action.

The Youth Employment Network, which I launched in 2001 in partnership with the heads of the World Bank and ILO, has been promoting the preparation of national action plans for youth employment in an increasing number of countries.

10. Notes the decision of eight countries to volunteer as lead countries in the preparation of national reviews and action plans on youth employment

In that context, Brazil reaffirms the commitment that it made in 2004 as one of the leading countries of the Youth Employment Network.

That there doesn't exist a policy of giving out stipends and a profiled strategy for keeping young people in BiH,

We believe that unemployment will continue so long as the political crisis is not resolved and so long as there is not greater involvement on the part of young people in the context of a national youth policy that takes account of the Millennium Development Goals and of the actual needs of youth.

He noted the importance of elements beyond national borders that were governed by international practices and policies and referred in that connection to the Youth Employment Network, which had become a forum for building consensus around economic and social policies and for dialogue between young people and policymakers.

We remain committed to the Millennium Development Goals, and we ask the United Nations to assist Member States and youth organizations in the implementation of a comprehensive, cross sectoral youth policy capable of reaching young people everywhere.

In that regard, we welcome the efforts of the Secretary General to promote the Youth Employment Network and look forward to working with other delegations to ensure that the Network can be developed in the coming months.

In implementing that action plan, the Government of Indonesia has been working closely with local government to build a solid foundation to speed efforts to address youth employment.

In addition, cooperation between local civil society organizations, governmental bodies and the private sector can be helpful in developing funding schemes for employment and educational opportunities for youth.

In 2002, Thailand adopted a national policy and 10 year plan of action on children and youth to promote the role of the family in supporting and building the capacity of young persons.

As an active contributor to the Youth Employment Network, ILO had a special role to play in promoting youth employment and could act as a catalyst in mobilizing support and implementing integrated policies and programmes to effectively meet the Millennium Declaration's commitment on decent and productive work for youth.

In this sense, the Jubaland Initiative is a policy of stunning racial profiling and a gift to al Shabaab recruiters in Kenya.

Youth employment should not be treated as a target group issue but should be promoted as part of efforts to improve the situation of all age groups within the labour market.

In that connection, a number of non governmental organizations worked with the schools to operate HIV AIDS centres, youth health centres and summer camps for teachers and students.

4. Requests the Secretary General to report to the General Assembly at its fifty eighth session on the implementation of the present resolution, including on the progress achieved by the Youth Employment Network.

That strengthens the capacities of young people, communities and service providers, thus ensuring informed decision making and appropriate skills, which contributes to the prevention of HIV infection among young people both in and out of school. Also, a national youth policy is being developed by the Government with the support of UNICEF and the World Bank.
